Функція реакції фіскальної політики та фіскальна стійкість в Україні

Анотація

У статті проведено аналіз функції реакції фіскальної політики з перемиканням режимів. Автором було застосовано логістичні регресії з плавним перемиканням режимів (Logistic Smooth Transition Regression, далі – LSTR), щоб продемонструвати, що протягом періоду дослідження фіскальна політика України залишалася переважно пасивною, але переходила до активного режиму за високих значень розриву випуску та співвідношення боргу і ВВП. Важливим результатом є визначення нелінійного характеру функції реакції фіскальної політики. Дослідженням було виявлено асиметрію реакції фіскальної політики на розрив випуску: фіскальна політика є проциклічною впродовж періодів економічного зростання, але залишається нейтральною під час рецесії.
